They do not go to see the sights of the place they are visiting but to "relax" (except maybe to golf) and spend most of the vacation stuffing their faces with fancy food or drinking gallons of wine and lounging around the hotel or possibly the beach or pool. Generally the kinds of people who go to the same place all the time and have no appreciation for what a real vacation is.
