Similar to its reverse, meaning a compounded fiasco where many things are going wrong at once, but in this case, flustered individuals are all talking at once, trying to solve the problem and getting nowhere. The word evokes the sound and image of a group of frightened hens.
The PTA meetings devolved into flusterclucks after the president resigned.
