When the sentient observers within a situation are too concerned with being disruptive or offensive to the sensibilities of others and/or the dangers of the situation(s) at hand, and fail to take even the smallest action that could have resulted in a butterfly effect that could have otherwise changed the situation(s).
Excessive systematic recurrence of the fluttershy effect tends to lead to a buildup of silent intolerance for situations, eventually resulting in fluttershychosis.
