Four-Oh is shorter way of saying "4.0" grade point average. In many American schooling systems, a student will get a 4.0 grade point average if they receive all As for all classes, all four years. Thus, the 4.0 GPA is a symbol of a student who has sold their soul to the devil to achieve perfect marks and will likely get into a renowned college.

The word is used to describe anything and everything that fits the phrase "bomb as hell".
