Someone who comes from New Brunswick, Canada. The term is derived from the stereotype that people living in he maritimes only eat fish, herring in particular.
Herring Chokers are not Bluenosers.

An individual of Scandinavian descent. Also applicable to landlocked enclaves of Scandinavian emigrants, such as the entire state of Minnesota, even though these communities no longer choke their herring in the traditional fashion but instead rely on commercial canneries to pre-choke and pickle their fish.

Barkeep: Sorry, we don't serve herring chokers here.

Herring Choker

A person of Irish descent who's parents or grandparents have settled in New Brunswick Canada. They are often so cheap, they'd sooner walk around with holes in their shoes than buy new ones. They are also living on a steady diet of Herring, or make their income off of Herring (fisherman etc.) so they are known as the aforementioned "herringchoker". They can also be classified as "Irish Jews", "Penny Pinchers", and "cheap motherfuckers".
Person #1 "Look at that dirty looking bastard over there walking around in rags, is he homeless?"
Person #2 "Even worse, he's a Herring Choker"
