Applicunt

An applicant for a position or process (e.g., certification) who is the lowest common denominator of applicant who causes the most trouble for the least result and basically manages to shoot themselves in the foot (tread on their own dick) at every turn.

Someone who applies for community funding under the the guise of a charity or other not for profit for the sole purpose of creating paid employment for themselves.

This may occur across multiple projects resulting in the generation of lucrative income for individuals who may present with ongoing altruistic symptoms.
