A person is said to be wearing a pair of lead boots when he/she is acting in a passive/aggressive manner. Usually indicated by heavy footfalls and door slamming etc. Can also be used to indicate that a person in an ill-humoured mood. Should be used especially when the person has a chip on his/her shoulder.
