Mammary hypoplasia
A sad condition that exists in about 1% of girls in which their breasts fail to develop properly due to a hormonal imbalance.As an effect they likely cannot breast feed Some symptoms of mammary hypoplasia include:
lack of breast development during puberty and/or pregnancy,very small breast size,widely spaced breasts (more than two inches between breasts, puffy nipples, “tubular” or cone shaped breasts,lack of cleavage and difficulty breast feeding

Unfortunately she has Mammary hypoplasia (or tuberous breast deformity)
