It's a verb, from the portuguese, "atucanar", wich comes from the bird's name Tucano. Also an adjective.
It's a very common expression used by people who uses some kind of natural herbs to mindbend him/herself.
Say that guy is attucanated because he thinks everyone is looking at him, speaking bad of him, etc. Or if he is very worried about something like "the police will come and arrest me, let's go to another place"...
