A multi-individual group of swishing/splashing boat-paddles from either a several-rower scull-boat or a sizeable number of individual skiffs.
An oarchestra actually has two sets of sounds --- da water-moving paddles themselves dat play da "melody", and da clunking/creaking row-locks dat might be interpreted as percussion-instruments.
