When you make a mistake or miscalculation and rather than take responsibility you simply blame your colleague, Bob. Akin to scapegoating, just with a specific target named "Bob".
Steve: "Um, I think that issue was supposed to be addressed by Bob's subcommittee."
Alan: "Steve, it sounds like you're scapebobbing again."
Steve: "Dang, foiled again!"
