Particularly oriented towards Information Technology Managers whose ego and fear for their own job manifests into directing credit for achievments away from a potentially higher skilled underling.
It is also the act of assigning high profile tasks to less skilled workers (than are available,) for the purposes of maintaining control and/or for socially beneficial purposes.
