This is also known as shoefiti or shoe-tossing. It’s to honor someone who has died. This can because of gang violence or drive byes; it’s a misconception that it’s a sign for drugs. It’s not.

Supposedly signals a location where drugs can be purchased; also symbolizes pointlessness i.e. there is no good reason for the object (shoes) being there. Can be found near schools, and in poor areas and tourist locations.
