It is most commonly used in Northeastern US but is expected to gain traction as it moves out west and to our Canadian friends to the north. Synonymous with brownie points in some aspects but often used when a level of friendship has breached the "good friends" barrier entering the "bestie" or "BFFL" (best friends for life) territory.
