one who sees or hears something, be it a comment or picture (usually online, because this person has no REAL life) and interprets the meaning to be directed at them; and must retaliate in the most unthinkable ways and defend themselves to the utmost degree (lies and exaggerations included) all the while going to sleep alone every night.

A phrase people use as a disclaimer to make an excuse to say or do something rude or mean to you to prevent you from having a poor self-image or so there won't be repercussions and make you feel they still like you even though they probably don't.
