A man who spouts nonsense at random topics at seemingly chaotic(chaos is just order that hasnt been found yet) order, a Teamnino (Derogatory) is usually short in height, but sometimes intelligent in the way that their jokes seem to have meaning behind them, but you'll never be able to see them.
"Man that guy was such a Teamnino (Derogatory) during class", "Yeah he was, i wonder whats behind that head of his"
