It has to do when somebody moves into your neighborhood hood that you have done your very best to keep out.
Usually targeted towards African Americans and is usually very definitive in tone. A point that needs to be accepted because the government wont allow any form of segregation to take place slowly more and more since the civil rights movement. Rightly So A Community does not need a burden to its economic framework. Municipal politics!!!!
But i guess you can go an bastardize the expression and say the expression can be said for any other race but that would just be rude and detering of the very intent and origin of the word.
