(of a child) behaving in such a way that indicates the child's parent or parents are minimally involved its rearing. Doesn't necessarily mean no parents as long as there is minimal parental supervision.
This school is full of unparented little brats who misbehave with impunity because there are no consequences at home.

When someone, usually another relative or a parent themselves, sees a particular parent's approach as unfit and sees the need to do things differently, undermining the parenting process of the actual parent.

Mother: "I'm going to smack that kid for doing dishes!"
Uncle: "No you WON'T."
Mother: "It's my kid!"
Uncle: "It doesn't matter. (looks and says to kid) Kid, you don't have to do dishes."
Mother: "STOP unparenting my kid!!!"
Kid no longer listens to Mom about dishes. Mom's parenting abilities have been reduced!
