A blocky, pixely, and blurry quality of a particular video on the internet or the vision of a drunken person
Example 1:
Person 1: "Hey did you see Steve in the the background of the new video?"
Person 2: "Nah, the video is in YouTube Quality, so he looks like a blur."
Example 2:
Person 1: "Do you remember when Jesse jumped off the roof of your house?"
Person 2: "Kind of. I think was seeing YouTube Quality at the time."
