During the day of November 3rd, no matter who/what you are, you will have full permission to bop any Joe closest to you or near you.

Bop a Joe
The term "Bop a Joe" is used to bop any people/cats who have Joe in their name. Each and every Joe around the world are bopped over ten times a day on the exact date, November 3rd. However, if it isn't November 3rd, you CANNOT bop a joe, unfortunately.
(past tense) Yesterday, I bopped a Joe.
(future tense) Tomorrow, I hope to bop JoeBingus.

November 3rd is officially "Bop the Nearest Joe Day," so when you see a Joe, just as JoeBingus or an ordinary Joe, you have the permission to bop them as many times as you wish.
