First of all, Charse is another word for weed...or pot...or marijuana, etc. However in verb form, it also means to smoke. Now, Frequent Charse Syndrome is quite self-explanatory; it is the need to Charse (to smoke) at all hours of the day and night. It's a relatively new and serious syndrome that has no cure as of right now (11/9/2009)
A: Yo, have you finished the chemistry homework yet?

B: No man, all I can think about is Charsing. I've been doing it all day.

A: Oh I see. You must have Frequent Charse Syndrome (FCS).

B: Yeah.

A classification of Afghans, usually Pashtuns, who excessively smoke opium and marijuana, drink, and beat thier wives and children.
