circle talker
Someone, usually in a work setting, who spends too much time dwelling on an initial strategy, innevitably leaving very little time to exceute.
We've had this assignment for three weeks and a clear direction for two weeks. Why does that circle talker insist on talking about how we're going to get started. We're never going to have time to actually excecute the project.

A person who talks about a subject without really answering the question or addressing the problem.
Sue: "Did you hear what the boss said when I asked him if we were having an office Christmas party?"
John: "Yes, he talked about how expensive food was, how much fun a party is, and all the shopping he has to do. Typical circle-talker!"
