Dixile

A person who moves away from other parts of the United States to the American South that has yet to appreciate the region.

Basically the portmanteau of "Exile in Dixie".

It can refer to people moving there for jobs, or more sympathetically to their children who are brought along against their will.
"Have you met your new neighbor yet?"
"Yeah, he's a Dixile fresh out of Philadelphia. He's like a fish out of water!"
