The individual (typically in Financial Aid) has really no clue as to what information is and isn't protected by FERPA so they assume everything is confidential and cannot be released. Ferpidiots rely on others fear and cluelessness of FERPA to escape performing any tasks that might contribute to the functionality of the institution and the accountability of their departments.
