When you spend the day shitting on the edge of the boat because you drank too much beer the night before.

Kind of like fishing for compliments, this is someone who "Fishes" in the same way but for criticism. People do this to build sympathy from others and depict themselves as a victim. Often times, it's obviously fake. btw, the "Boots" and the "tires" can be used interchangeably.
