We use ppm or parts-per-million in chemistry to indicate small quantities of one chemical or element mixed in with another (e.g. 50ppm sulphur in our diesel fuel), but this does not fit that well when describing non-"parts" such as people.
Since we commonly deal with numbers in the millions and billions now, it would be helpful to have a term of the same scale to describe small proportions of such large quantities.
For example: if a person's chance of wining a prize in the national lottery was 2 in a million (0.0002%) we could more easily say there was a 2 permeg chance of winning, or that the permegage of lottery winners was 2.
