1. Behavioural patterns that people take up to make them thrive on rot.
2. Behaviours, both conscious and unconscious that are typical of people who have profited so well from a rotten system that they will go to any length to keep the system rotten.

Rotten systems breed maggots.

If the rot lasts for too long, it may have regular organisms start adapting to behave like maggots... hunters adapting to scavenging for instance.

For the human species, the systems are typical of most societies that were ruled by proxy as opposed to full foreign occupation with sheer military might.
During the colonial period, the foreign looters had to collaborate with the "low-lives" in the society and give them a lot of power over the rest of the populace.

This is usually an incubation period and if they last long enough, the low-lifers/bottom feeders become dominant.

As a result, the environment gets to "ferment" under the putridness of "Low-lifer" dominance and that becomes the new normal.

They thrive for so long that they take over the structure of the societies and become strong principalities unto themselves.
Also, because the rot forms a "fully-living" system, they're efficient at treating anyone that tries to clean it as an attacker/foreign body.
e.g

Protester 1: "We just want the police to stop killing us randomly and selling our parts for money. Why are people trying so hard to silence us?"

Protester 2: "It's just maggotery bro. That racket has been going on for decades and they have grown wealthy and powerful from the profits."

e.g

Citizen1: "Look! Refugees are fleeing from that massacre of last night, let's front a non-profit and pretend to help them so we can cash out."
Citizen2: "Ewww! That's maggotery."
